The language testers should keep up with the demand to protect the safety and health of the staff and test-takers during the Pandemic time. IRCC does not consult the streams to announce it further CELPIP, and IELTS will not offer enough tests and meet the demand in time.

All these programs are open to those who have a state that is valid to operate in Canada. This is why look at the IRCC’s work and study the data permit to give a better sense than expected on 6 May.
Considering the number of work and study permit holders currently in Canada. Canada has many people that hold the permit as of 31 December 2020.
717,000 IMP work authorization holders. The International Mobility Program allows foreign nationals to take a work permit in Canada that does not need a Labor Market Impact Assessment (the federal government uses the LMIA to assess how the hiring of a foreign national will affect workers in Canada);
77,000 TFWP work permit holders. Those who come under the Temporary Foreign Worker Program need a certain LMIA to be available to work in Canada;

The total shifts nearly 1.5 million work and study permit holders in Canada when the programs launch May 6. It is related to pressure. However, this total exceeds the number of people competing for the six new permanent resident programs.
IRCC or anyone else cannot provide a specific number on the amount of interest for the streams. Reasons include:
There is duplication between the permit numbers due to people transitioning between levels (e.g., a graduate transitioning from a study grant to a PGWP)
Not all these people are involved in petitioning for permanent residence;
Some have previously obtained permanent residence or have proposed immigration applications. For example, we know 52,708 Canadian Experience Class (CEC) candidates have been asked to apply for permanent residence under Express Entry in 2021. IRCC expects some 90 per cent of these applicants to live in Canada. Hence, we can decrease this figure from the total.
The same can be assumed for the additional permit holders currently in Canada who are working through the migration method (e.g., the partners of Canadian citizens and permanent residents living here while IRCC prepares their in-land support form);
Some are not available to apply following the new streams. For example, they do not hold eligible work experience or will not get their IELTS or CELPIP test results in time. On the other hand, perhaps they will not finish their Canadian program before the new programs close;
Others should consider they left Canada or their grants that are no longer valid.
