Quebec is planning to welcome immigrants between 44,500 and 47,500 in the year 2021.
The immigration purpose for the year 2021 was declared as part of the Plan immigration du Québec 2021, held on October 29. This information conquers with Immigration, Refugees, and Citizenship Canada‘s (IRCC) declaration of its multi-year plan, which is likely to be expected this week and will surely guide Canada’s immigration planning for 2021 to 2023.
In the year 2021, the numbers of new admissions to Quebec- 62 percent – expect to come through the province’s economic immigration programs.

According to the survey in the plan launched today, Quebec is planning to welcome more than 30,500 immigrants this year, rather than the estimated maximum that was 44,500. Quebec’s Admissions targets for 2021
In the year 2021, Quebec has aimed the dimensions of between 27,500 and 29,300 new admissions for the economic immigration programs, which comprises a maximum of 24,200 skilled workers.
The province has also addressed the maximum of 4,300 admissions for its business immigration programs, including Quebec’s Entrepreneur Program and the Self-Employed Worker Program.
Moreover, more than 800 admissions are set for the “other economic categories” such as live-in caregivers and others.
Additionally, more than 10,200 new permanent residents are expected to reach by the family sponsorship, refugee, and other immigration programs.
2021 Quebec Selection Certificate targets
Through the Canada-Quebec Accord provisions, Quebec can pick all the economic class immigrants and all other certain refugees to the province.
