Instead, they were waiting in the immigration limbo, which means they were not lawfully considered permanent residents even after meeting all the requirements and passing every stage of the immigration process.
As per the reports of Canadian officials, it has been found that more than 23,000 confirmations of permanent residence holders are currently outside Canada. Therefore, those applications whose documents are still in the validity period can now be exempted from the imposed travel restrictions. Also, those travelers who are fully vaccinated don’t have to under quarantine.
However, the final decision on who are allowed to enter Canada is in the hands of the border officials. What you needs to do prior to travelling to Canada during COVID?

Applicants visiting in Canada can use ArriveCAN application to upload the documents such as current time plan, evidence that your COVID-19 report is negative, and several other required documents. Canadian border officials are accepting the document in this way throughout the hard time of the pandemic.
All those arriving in Canada need to go for the mandatory quarantine period even after getting fully vaccinated. The Canadian government provides the separate rule for travellers coming to Canada to check if their quarantine plan is suitable or not. An officer at the Canadian border will check if travelers have a proper place to get the current time for 14 days. However, the officer will also enquire about the food plan and several other necessary supplies. Travel also need to prove that they are not harming any of the people during their quarantine period.
Those individuals more than five years of age required to present the negative COVID-19 test, which was taken 72 hours before visiting the border. After visiting the border, the traveller will again need to get another COVID-19 test.
All the Canadian borders follow different health measures depending on whether you are arriving in Canada by plane or land. The significant difference is air travelers will have to keep waiting for the on-arrival Covid 19 test results at a government-approved hotel.
Newcomers will only be granted to enter in Canada if they are completed vaccinated with Canadian approved vaccines or not. As of now, there are only four Canada approved vaccines, i.e. Astra Zeneca, Pfizer, Moderna, and Johnson & Johnson.
Those travelers who have not obtained vaccination need to wait for the on-arrival COVID-19 test results in the hotel. Also, they will require getting another COVID-19 test on the eighth day of the quarantine period. Those travelers who have completed their vaccination can skip this step.
